    Nation building projects that involve governmental support such as this one, would be more likely to attract mainstream lenders, than would a straight out commercial agreement between an energy company and an energy utility.

    It is too early to say this project will be underwritten by our government under the Blue Economy scheme but their involvement is encouraging.
