No , he didn't nail it . NAG have a mining license for Zanelli RD . That doesn't mean they can legally mine other sites , particularly those owned by other companies .
To get a mining license requires a great deal of work and much of that is specific to the site . The following link will explain the steps involved if you care to read it .
