I doubt management ever wanted the deal to happen.
They wanted the $5mill into CLA to pay their consultant fees.
Since then 3 CLA directors have been paid a combined 60k US per month from the project entity funded by this and numerous other capital raises.
I am sure there are other reasons why the SVM deal didn't get done, but I bet one of the main ones was Directors didn't want it because it meant they couldn't get paid.
The combined shares of the 3 directors @3c is insignificant to the fees they have taken over the last 3 years.
