The TOL has never been 'technically' dependent on the findings of the PSC, sure.

But stop and think for a moment about the implications of issuing the TOL before the Select Committee has had a chance to complete its assigned mandate.

Protestors are already accusing the government of being in the pockets of Lynas and this whole thing of being a 'whitewash' - do you realise the impression it is going to give locals if their own Minister decides to disregard the PSC and its duties?

It would compromise the integrity of the whole process and provide yet another justification for anti-Lynas groups to poke holes in the legitimacy of this whole process.

Stop and think. This is politics. You are just going to have to be patient a little longer. The TOL will come, but it needs to be beyond reproach when it does. This means the government performing due diligence on all fronts.
