Note - they couldn't study the licensing procedure unless it was complete. QED by the time they consider it, LYC will have the TOL issued (or denied I spose, in theory)

Also worth mentioning the conclusion that they may feel inclined to come to on this matter - which is that by politicising the licence issue as everyone including LYC is now stating has occurred, Malaysia's credibility as a functional international place of business is being eroded. They need to put measures in place to avoid this in future - that is the function of a PSC. IN particular they must ensure that AELB who are set up by govt as Malaysia's independent regulatory authority are seen as the only body in the country with the necessary expertise to make such a decision and that when it comes to issuing the POL, it is they who make the decision to both approve and immediately issue.

In fact approval and issuance in any sensible country should be one and the same if you do not want to be seen as a laughing stock as is the current predicament Malaysia has put itself in.
