Where do we really draw lines between discussion, up-ramping and manipulation... ?? I dont think a company's progress discussion would be construed as manipulation... Neither would up-ramping or down-ramping for that matter unless the said person gets people to buy or sell directly... It is just that we have over-used the words up-ramp and down-ramp for what we dont like to hear, not really what would be defined as non-ethical or against the rules... A stock of 250M MC cannot be manipulated unless you are Goldman sachs and screwing over an entire sector like Lithium by manipulating it every 6 months...
