The underwriters need to only buy a fraction of shares (compared to what they would have to buy if the retail offer is a flop)over the next few days to push the price up in order to get the retail investors to subscribe.
If the price falls below the issue price most investors would head for the door + the retail offer would a flop the underwriters would face a huge loss.
These are my opinions only .
