The department and the preferred contractor are in the contract negotiation phase and any project of this size and scale usually takes months as both parties are trying to work out a workable win-win position for all.
The minister responsible said a few weeks ago that the contract negotiations with the preferred tenderer were proceeding well and the contract is expected to be signed in May 2016. So as the subject of this thread says "May is only a few weeks away" and just have faith in NRW/Salini consortium.
