Yes he was clear about that, but that was only after first assuring shareholders that no capital raise was required, as they had plenty of cash runway. And secondly, assuring shareholders that no CR was necessary for sometime. He inferred they would look at it when the moment was right. But having a webinar on one day, and doing a CR a few days later is not straight up.

The only reason I can see for this is that they know they can cut someone into the deal through a CR, and still have forward price momentum based on the results they are going to release.

Or finally, that the AFR article is speculation. It certainly reads that way.
