The major issue is containment of waste benefication is going to concentrate the thorium and uranium as well ok it might be less in volume than Mt Weld but its still not good to have hanging around and has to be dealt with in the appropriate manner. There are a number of ways to manage it and it depends on how well your REE recovery is going to be as to how concentrated the thorium and uranium are going to be. We bury a bit of thorium over the hill from where I work and the background radiation is less than what you would find in a skyscraper.
Oh and the all radiation is going to kill you thing is a bit over hyped ask anybody with cancer that has a radiation therapy or even been injected with one and is to radioactive to be on the street in Australia. As i said handled correctly its not an issue misuse it well you know the rest
