The only reason for a trading halt is to prevent trading in an uninformed market

If the deal has been concluded, then just announce it and the market will be informed

"and gives brokers time to consult with clients"

Don't see how this is possible....while the stock is in the TH, brokers are not aware of the terms of any agreement and hence there is nothing to consult about

This is why it's so dangerous to try time entries....once you are caught out by the TH, you can't buy until the whole market is already aware of the agreement, by which time you may have to pay up big time if it's a good announcement
