If by no. 1 you mean ANZ Nominees, that is a proxy for a whole bunch of other shareholders, the number and identity of which we don't know, though we know it includes the former CDS shareholders such as Paul Ashton. ANZ Nominees changes nearly every week, but it never issues a Substantial Holding notice because it's not ANZ Nominees that owns the shares.
