From a quick scan this seems to be Aust DOD arguing about how will they decide to get stuff not what stuff they are getting - except for comms which is tied to NBN I suspect and so they have to actually DO something rather than form another committee.

Ah well gives them a budget justification for another year of meetings conferences and overseas study trips I suppose..
