investor relations have planned this twice , they planned to suspend buy back to let a third party buy at a huge discount and then start the buy back to let them make profit . don't give your shares away at discount to someone scamming you . they do this on purpose and suspend the buy back so they can make more money out of retail investors . no change in substantial holding
