My thoughts (completely speculative) - but I think Ding + representatives from each of the 5 companies (China Railway Construction Company, Yantian Port Holding, Shanghai Tsingshan Minerals, Metallurgical Corporation and China Harbour Engineering Company) would already be in Africa. If we are aiming to lay the first stone next month, binding documents will need to be signed in person this month.

Again all speculation until we hear from the great man himself.

PS - @bruceleroy -- I like that Tunisian proverb. I won't be making that same mistake twice
