He is another MGT poster, go through their threads and he is there. Forgets that MGT hit 3x it current market cap of $100m to then being dumped. If you're against HIO, you're basically hedging against them not getting an offtake.
If you check their previous 14mtpa of LOI and previous offtake, that is a bad bet.
