Hospitals are like extra lanes on a freeway, the more you build the more traffic is attracted to them. It's one of those truisms that is reason for apparent slow development. Perth would be no different to any other city in the world when it comes hospital business, negligence, ramping, resources, etc and no different to negative criticism at the hand of some journo looking for cudos off the back of human misery.
