I think you meant that until 1967, indigenous were not recognized as citizens of Australia. Same as chinese in 19 century were not recognised as citizens of British empire.

Tribalism, ethnicity & many other forms of discrimination, such as based on culture & language, always existed before industrial revolution through all the world. RACE as a concept arrived when a small group, ie British pushed forward with more rapid social progress & made such things as slavery illegal. Then Yanks fought a civil war over it. Sure Race does matter but it is not the most important form of discrimination as a risk in society. I suspect discrimination with language, written & verbal is far more threatening & risky for Australia's future.
