While the root cause of the Victorian cases is undoubtedly quarantine and the early spread related to some failures and delays around contact tracing I believe the subsequent inability to bring numbers under control is very much down to attitude. The root cause is that lockdowns simply don't work. The virus remains in the community and spread as soon as restrictions are relaxed. The only effective approach is to allow the virus to spread and create herd immunity.
