Pretty much every project is like this, all the time. Community having the opportunity to express concerns and the proponent addressing those are part of the process, but rarely does it have a major impact on the conditions of the site unless politicians get involved.
The key document to read is the one labelled "DPIE Water & NRAR - Advice on RTS & Amendment Report (2)"
This appears to be a communication from DPIE- water to the assessment team, outlining pathways that Regis can resolve water issues. An interesting read, seems clear to me there is a pathway but it will take some time.
