    IMO the staged start up is to reduce the time it take from MDA to cash flow, I preferred a full start up to lock in large contracts/take-off agreements from the start. Initial capital expenditure may also be a consideration.

    I have a hunch that the Malawi processing is being push by the government to keep jobs and as much revenue in Malawi as possible.
