Yes it is great idea. Part of the problem with the Chinese hospital system is that it is corrupted by bribes. To see a doctor you can jump the queue by paying a bribe or giving a gift to the doctor. This is widespread and doctors won't give up this perk easily.
I have spent quite a bit of time in Chinese hospitals. They are a nightmare of bad service and inefficiency. The system needs to change urgently.
