The blackout periods are not either side. They are always PRE material annoucement.
This is a guide and can be broken, under certain condition, but usually it has to be done with the Board/Chairman approval, who have to then convince the powers that be that there was no insider trading.
There are other blackout periods...like close and publishing of half/yearly results...etc...etc...
