And I think prof Mulligan misses the point with his suggestion re speeding in poor neighbourhoods being more prevalent as fines would be less. The argument is that the fines would have the same economic impact across all classes. The fines being paid in the poor neighbourhood would have as much impact on their budget as the fines in wealthier neighbourhoods so the deterrent value should remain the same.
