I'd been thinking about this as well.
A mate of mine was disqualified from driving for 3mths, however unbeknown to him there was a clerical error and they had him on the system for 6mths. After 3mths he started driving and was pulled over, the police had his car (which he uses for work) inpounded. The car had all his tools etc he needed for work. The fines were waved when clerical error was found, however the inpoundment charges are more than the value of the car and because he can't afford it the cost are increasing. He can't even get his tools out. So this has left him broke unable to work.
Yet a 'richer' can drive pissed, do burnouts in their Beamer, wake up hung over pay the fine get their car, no harm done....
