Meanwhile in Busan

So I was in South Koreas second most populous city last week and was following my new hobby of staring at all things concrete in the world.  As our cruise ship was about to go under this impressive looking bridge I looked up and saw these lines on the concrete.  So I quickly grabbed my camera to try to get a closer look and I still have no idea what they were.  Now there was a lot of wind and rain for a couple of days prior to this pic but maybe someone with a bit more (or even some) knowledge about concrete can work out what they are.  I am sure they are not cracks but they looked like it from a distance without the aid of the camera ...
