    This proposal is to harness a swift horizontal ocean current by giant propellers being tethered towards the bottom of the sea (160 feet deep). Totally different to CETO which basically pulls wires by bobbing about near the surface using the vertical rise and fall of wave action .. No need to worry about linkages in arrays etc. The only commonality is immersion in salt water. The Japanese proposal also at least has a working prototype whereas CETO is currently just computer code.
