My take is, with stage1 only, they will go belly up
Stage 1
debt 200mil, interest 30mil at 15%, 200.000x500= 100mil

build stage2
debt 300mil, interest 30mil under 10%, 400.000x500= 200mil

by the time stage2 is build, and Lithium does go up, the better, no other alternative, it is a make or brake situation
