one would have thought that the one thing the frame agreemnt would be crystal clear on is what happens to the deposit if the Agreemt isn't signed..I mean this is kindergarten law.
The fact that there is a dispute is means either that the contract is badly worded, the Chinese are taking a chance or that bony old oxygen thief has screwed up again
