There would be the option that the contractors do nothing - keep advertising at rates based on the contract and we fall short or they say hey - we need to up rates to attract ppl - yes or no. Would be silly to say no.

All this is speculation; which means uncertainty which means risk which means a discount to the SP. (I dont think it should be this much but discount non the less).

So quarterly (or any cost info) will provide a guide for the next re-rate.

Hopefully they also give current run rate costs as costs for Q1 are likely to be higher than going forward to account for ramp up etc.
