You can't just have applications sit there forever you have to be actively progressing them. No progress, no approval - it basically lapsed as a result of the proponents lack of action.
Wasn't The Range project one of Cockatoo Coal's old assets that Stanmore purchased ages ago? It wasn't a high priority project in any case.
