Shorts are still there. Go have a look at daily trades. Every transaction at a 1/4 cent is a short transaction. The bots can only sell to someone buying at the offer price so whoever is buying will get part of their transaction 1/4 cent cheaper from the bot.
If the volume is low ie not many people buying, the bots will have a slow day
