It's only early days since the Chinese announcement. Anything we all say is pure speculation. We'll have to wait for more info and see how it plays out, both with the markets and what China actually does.
Having said all that, it is a big wake-up call for the west. China Minmetals (Heilongjiang) Graphite is ramping up a 200kt mine. It's in the Heilongjiang province so the majority flake size will be fines.
