Repeating my earlier comment.
If Sundance is raising funds what does it say to potential investors when they ask about the railway / port?
Still - "we are working on it"?
I think they will have to come up with more than that for someone to put cash in at this stage.
I reckon this is much bigger news. Cap raise + JV announcement IMO.
