They are funded (cost recovery) to do the testing. They don't do any testing for efficacy, just assay the drugs to confirm they are biochemically what the manufacturer claims. No PWC consultants here...
(My sister is a biochemist/microbiologist and worked at the TGA for many years on and off, so I do have some idea of what her work involved).
