bourne partners helps to raise funds for the target/issuer by finding a buyer/seller/issuer (as yet undisclosed) --- in this case it appears the amount will be approx $0.3m
I googled a few others with both names from column 2 and 3 and usually the story leads to a reason why funds are raised and the amount being invested. (i looked at anavo therapeutics and ocugen inc)!!
