PH has shown that cash in the bank, long runway, x quarters of cash etc don't play into his decision making. He could launch a CR at any time and the 100mil available currently isn't going to last very long. I think you're absolutely right that a diminishing share price could make him move faster but has he ever really shown concern about the dilution from his raises?
A few billion shares at 4c isn't impossible.
