From what I remember she stated that it should be first to market. Not that being first to market is the be all and end all.
It definitely had its benefits. but if some drug in the same class comes along later with better efficacy/safety, then being first to market counts for squat.
I'll say it again.
I'd think focusing on results rather than who crosses the line first is more important.
There's a massive global market. Lots of variables with patients.
Plenty of room.
