Same can be said, why sign a license deal even at the end of Ph2 then instead of waiting until near completion of Ph3 which is usually when BP do these license deal if they haven't bought the IP in Ph2. BP get it "cheaper" in the long term just buying the IP outright close to end of Ph2 so they rarely sign license deal in Ph2.
