Not true, once the safety profile or efficacy is clear BP are quite happy to get involved as they have the expertise and relationships to be able to guide through the rest of the red tape.
The sweet spot appears to be on P2 data so they can then have input into the P3 design to suit what the market/insurance companies need, and what the FDA is looking for.
Many of good drugs have been stuffed up on bad trial designs.
