ABSOLUTELY
Any of the transit cities will grow because of state govt funds being pumped into infrastructure BUT Frankston has more than just that.
Frankston/Seaford has the water, it has the new freeway and it has trains.
In Seaford you can still find sub $300K properties returning 5% plus on rent and they are only a few streets away from the station and the ocean.
Frankston (especially around the hospital) is a great suburb, I was very impressed when we drove around it recently.
You buy there and expect a 10 year hold and you will be very happy you did so.
