Thanks for the find. This is where the hold up is to CGGC. The major obstacle to implementing rural waste water treatment is to work out who bears the off-take risk. Government or the private sector? How do they ensure that the population base is constant so that the off-take rates make it worthwhile for the private sector to participate in the PPP. These are issues not worked through yet, and will not be until the 2nd half of 2018.
