I have researched this previously and did not post, due to not wanting to spread rumours. I have also (like @sell) concluded that this is most likely the African $100m project.

It is naive to believe that projects like this are won without significant investment. RWL Water prior to the merge invested at least $420,000 USD into a Tunisian bid process. This would have involved staff on the ground completing a comprehensive study and report, as well as a design team to work on a solution. Possibly even a small scale pilot plant.

For an example of the level of detail and considerations required for the reporting, see this report on the Tunisian Sfax plant.
    http://open_jicareport.jica.go.jp/pdf/12245593.pdf

Most reporting on Zarat specifies a 100,000 cubic metre per day plant, whereas Fluence has said the African $100m project will be up to 150,000 cubic metres. I think the difference here lies in the funding agreement that Tunisia has with Germany's KfW Development Bank. For them to provide 100% funding, a minimum of 100,000 cubic metres per day has to be outputted by the plant by a certain date. If the plant provides 150,000 cubic metres at an earlier date at the same cost then that will give better value for the project.

No guarantees on the project, anything could still happen.
