lidsrud, as per page 2 the RWL consortium definitely appears to have won the contract and reading further it's signed and sealed.
As you say it is a very large project for this mid market space. Having a RWL /Fluence factory in Mexico already will certainly be a great help with the logistics for this project and undoubtedly will be very helpful winning further contracts in South America.
