The 8000 terminals were in Hangzhou prefecture alone. While it is the capital and main administrative division in Zhejiang, there are also 10 other administrative divisions. Hangzhou prefecture has about 9 million out of the 58 million people in Zhejiang Province, so there is a lot of opportunity outside of Hangzhou.

Because Zhejiang Province started the installation of rural sewage terminals around 2009 in China due to the "Thousand Villages Demonstration, Wancun Revolution" many of the terminals are now outdated, in need of repair, or deemed unsuitable for purpose. A lot has changed in the last 10 years. A lot of the treatment types that were initially installed, China hadn't really has much experience in installing before. They did not know what exact type of treatment would be most suitable. Now that they have 5-10 years of data on how the different types of treatment have been working in Zhejiang, they know what types of treatment have been unsuitable and need to be replaced. Hence the 3000 terminals that need to be upgraded over the next 2 years in Hangzhou alone.

This is another thing with competition. Even if I see another type of alternative cheap sewage treatment get installed somewhere, I have faith that Fluence may get another opportunity at replacing this in the future (maybe 5-8 years depending on treatment type). As part of the 13th 5 year plan, rural sewage was slated to get to around 70% coverage. While a few of the more advanced provinces may get there, it feels like there are many provinces that will struggle to get to that target by end of 2021. The 14th 5 year plan (2021 to 2025) is likely to try to get all provinces closer towards full coverage. The rural population in China is around 43% (600 million people). The 13th 5 year plan needed to get from around 20% (120 million) coverage to 70% (420 million) coverage. That will leave about 180 million people that need to be covered from 2021-2025. I would say at the moment, coverage is under 50% (300 million) overall. There is a lot of opportunity over the next 10 years.

With SUBRE greenfield and SUBRE retrofit, Fluence also has the opportunity to push into city and township sewage and access some of the other 800 million people in China who are covered by municipal pipe and larger centralized WWTPs. Zhejiang Tiandi is also working on a river remediation demonstration project, so there may be additional opportunity in river and lake remediation.

Zhejiang Tiandi is part of State-owned enterprise Zhejiang Energy.

Zhejiang Energy Group was established in February 2001. It is a provincial-level energy-owned state-owned large enterprise approved by the Zhejiang Provincial People's Government and built on the basis of the former Zhejiang Electric Power Development Company and Zhejiang Coal Group Corporation. It is mainly engaged in power supply construction. Electric power production, coal mine investment and development, coal circulation management, natural gas development and utilization, energy services and financial real estate. In August 2016, Zhejiang Energy Group ranked 201st in the "2016 China Top 500 Enterprises". On September 4, 2019, with the decision of the provincial party committee, Comrade Zhan Min was appointed as the director, deputy secretary and deputy general manager of Zhejiang Energy Group Co., Ltd., and presided over the operation of the team. On September 1, 2019, 2019 China's top 500 service companies were released in Jinan, and Zhejiang Energy Group Co., Ltd. ranked 80th.

As of the end of 2012, the Group's total assets reached 124.263 billion yuan ($17.4 billion USD), the owner's equity was 58.660 billion yuan; the holding management power generation installed capacity was 22.02 million kilowatts, ranking the tenth among national power generation enterprises and the second place for local power generation enterprises. It has built and managed 560 kilometers of natural gas pipelines and has a sea transportation capacity of over 500,000 tons. The group company has become one of the largest state-owned enterprises in the province, and has one of the most influential local energy enterprises in the country. (I think this is now currently closer to 200 million yuan total assets).

It is mainly engaged in power supply investment construction and production management, coal circulation management, natural gas development and utilization, renewable energy business development and technology engineering services, and involves other fields such as finance, environmental protection, building materials, materials and oil products. There are 33 holding and escrow enterprises (project units), including 7 wholly-owned enterprises. The Zhejiang Southeast Power Generation Co., Ltd., which is controlled by the company, is a B-share listed company and will be merged with Zhejiang Zheneng Power Co., Ltd. in the A-share market. Zhejiang Energy Group Finance Co., Ltd., a holding company, is a non-bank financial institution and the first state-owned financial company in Zhejiang Province.

By the end of 2018, Zhejiang Energy Group employees 23,000 people, including college or higher.

Zhejiang Tiandi Environmental Protection Technology Co., Ltd. was established in 2002. The original Zhejiang Tianda Environmental Protection Co., Ltd. was established in 2004. The quality of the projects undertaken by the company has won many honors. Do not worry about the capacity of Zhejiang Energy/Tiandi to scale up employees as required. If the projects and funding are available, Chinese companies can find employees and equipment to do the work. The Hangzhou government is very involved in this decision making process, as evidenced by what @willchang409 here and @Lazarus65 posted here. So if Zhejiang Tiandi is awarded mass projects they will be well supported by the local and provincial governments (plus as discussed previously, watched closely by Beijing and other provinces).

It also appears as if Fluence have up to 5 potential partners (out of the 26 that they have agreements with) that are either based in, or can do work in Zhejiang Province.
