Co-incidentally, the first tender and this tender were both posted on exactly the same date 1 year apart (12th of October).
Must have to do with budgets getting released post National Day holiday celebrations.
It must be noted that these tenders represent a year's worth of work.
After @chord posted the equivalent last year, we only saw orders come through for 35 containers/13 sites in December 2018, and 40 plants in March 2019 for delivery by May. In September, many of these were either still in an installation or commissioning phase. There was also another tender for an additional 7 service areas in April, that had been in the process of installation by July. At this stage, there should be around 60 MABR plants associated with iTEST/Xiecheng/Hubei Province that should be at some point of installation or commissioning. There was an article from June that referenced 40 toll stations and 19 service areas that had been agreed to.
Some of the sites under this new tender are still in a construction stage (they are still building the highways) so work on this tender is also likely to be phased in over the course of the next year.

In terms of Oxymem, they are not a direct competitor for this project. Oxymem in China are selling under DuPont's (previously Dow) brandname, launched in Shanghai in June. DuPont has other membrane products they are also trying to sell alongside it, with RO and UF, as well as IER and EDI. Due to this ranging, they are going to be less focused on one type of industry/customer type. Also, their MABR is SUBRE retrofit style (a more flexible drop-in unit) as well as a greenfield SUBRE add on phase style. This is more applicable to larger applications probably starting around the 1000 m3/d size at a minimum. Suez are much the same with Zeelung, they are going after the municipal retrofit market, but are distracted with many other opportunities across their other ranges of offerings such as garbage disposal. I am also under the impression that Zeelung is manufactured in Hungary while Oxymem is manufactured in Ireland, so for China I suspect that from a pricing perspective, Fluence will have some advantage with their Chinese based manufacturing and transport.
There are a couple Chinese companies starting to coming through with MABR offerings also, but one is going for the river remediation market, the other looks like cheap junk that isn't really a solution.
Fluence are the leader in the Chinese market at this stage, and their rural partnerships are allowing them to expand their reference numbers quickly compared to dealing with larger municipal based plants.
iTEST/Xiecheng has settled on Fluence MABR as their solution, there are planning for full coverage of their service areas over the next 2 years so even after this tender we should see plenty more opportunity, as even with this tender not many of their service areas will be covered by the time the work has been completed.

Note that the project cost figure is the total work that will be undertaken by iTEST/Xiecheng. Fluence will only see a percentage of this based on equipment supply.
