    I would say it is different.

    From the specifications, the tender N1 highlighted is for 51 sites with 76 units required. This morning’s announcement is for 10 S1 plus 18 L4 Aspirals.

    the completion duration is also different, the 76 units requirement is 360days whereas this morning‘s is within 2 quarter or so.
