Also, some news from China in regards to typhoon Lekima. Over the past two months SOE Zhejiang Energy Group/Tiandi has been engaged in recovery efforts in Lin'an, Hangzhou in response to damage caused by the typhoon in early August. Articles concerning the disaster have highlighted how the speed of reconstruction efforts, overseen by National Flood Control and Drought Relief Headquarters Working Group, has been a top priority in affected districts. Their goal is to have all districts affected comprehensively restored by Spring Festival (late January). While it is certainly not my area of expertise I imagine that need for short commissioning times (especially for water and waste/wastewater infrastructure) to accelerate the post-disaster reconstruction would have been an important reason behind the use of MABR.
