I find the comments misplaced. It is not superfluous. It is pre-planned. It's not like they can pull a rabbit out of the hat. There must be allocation of funds. There must be site works. There must be validation of technology. By quoting a Professor in front of his name doesn't mean this guy speaks sense.
I believe there is major works just to be clear. But it is not reactionary spending just to prop the economy and it's is certainly not superfluous.
