China moves faster because they have a competitive bureaucratic system. They pit themselves against bureaucrats from different provinces on a string of citierias. I have shared this before on this forum.

Whenever you see Xi Jin Ping go on a tour of the provinces , you will see a train of political secretaries going with him with notebooks in hand. They will then convene provincial and district levels conferences to figure out what he means by clean soil, clean air, clean power, and then allocate budgets to it. Once budgets are allocated at various stages of discussions (eg. discovery, validation and confirmation awith orders), FLC swops in and participates.

There must be good to be said for China's method of operation. Some may say it's a result of a benign dictatorship, but a dictatorship nonetheless. So the west will write it off because it's a distatorship. Having grown up in Singapore, I understand how pragmatism rules the day on which the Chinese system is modelled against. If something doesn't work, political dogma will be discarded. China has learnt from Mao where dogma has been pursued to its end even if it was shown that the outcome was going to result in deaths of millions (eg Cultural Revolution).

I believe there is no perfect system. It's not a contest between east or west. Sometimes, I wonder whether the dichotomy is even useful or not. But my point is, it is a good time to invest in China especially with the FLC vehicle IMO, because the wind is behind FLC's sails. China's communist party needs the legitimacy of its local population with a cleaner evironment, wipe out the mistakes of Mao by improving the livelihoods of its people. The one way is to do that with the adoption of technology.
